In large saucepan, heat oil over medium heat. Add green onions and garlic; cook, stirring occasionally, until softened, about 3 minutes. Stir in leek, beans and oregano; season with salt and pepper. Add broth; bring to boil. Reduce heat and simmer about 10 minutes. Add peas and lemon zest; cook 2 minutes. (Make-ahead: Can be stored in airtight con-tainer and refrigerated for up to 3 days or frozen for up to 3 months.)
Divide soup among bowls. Top with radishes, Parmesan and basil. Sprinkle with hot pepper flakes, if using.
