In bowl and using fork, mash together tuna, onion, mayonnaise and half each of the salt and pepper; set aside.
In separate bowl, combine red and green peppers, olives, olive oil, capers, oregano and remaining salt and pepper.
Cut rolls in half; hollow out enough of the insides to leave 1-inch (2.5 cm) thick walls. Spoon pepper mixture into bottom halves; mound tuna mixture on top. Sandwich with tops of rolls.
