In saucepan, heat oil over medium heat; cook onion, mustard seeds, celery seeds,dry mustard and turmeric, stirring, until onion is softened, about 5 minutes. Add tomatoes, yellow pepper, water, sugar, vinegar, salt and pepper; cook, stirring occasionally, until thickened and pepper is tender, about 15 minutes. Let cool.Make-ahead: Refrigerate in airtight container for up to 3 weeks or freeze for up to 2 months.
