In slow cooker, combine beef, potatoes, onions, garlic, ginger and salt. Stir in tomatoes, beef broth, curry paste and tomato paste.Cover and cook on low until potatoes are tender, 6 to 8 hours.
Whisk flour with 1/4 cup water until smooth; whisk into slow cooker. Stir in peas. Cook, covered, on high until slightly thickened and peas are tender, about 15 minutes.
