In saucepan, cover potatoes with cold salted water; bring to boil. Reduce heat to medium-high and simmer until tip of knife can easily pierce potato, about 10 minutes.Drain and let cool to room temperature. (Make-ahead: Refrigerate in airtight container for up to 24 hours.)
Using sharp knife and without cutting all the way through, cut scant 1/4-inch (5 mm) thick slices crosswise across each potato, leaving bottom intact. Toss with butter, thyme, oil, salt and pepper.
Bake, cut side up, on parchment paper–lined baking sheet in bottom third of 350ºF (180ºC) oven until skins are golden and shrivelled, about 1 hour.
