In jar, shake together oil, soy sauce, vinegar, garlic, ginger and pepper. Set aside. (Make-ahead: Refrigerate for up to 1 week.)
Arrange spinach in large bowl. Top with snow peas, water chestnuts and red pepper. (Make-ahead: Cover bowl with damp towel and plastic wrap. Refrigerate for up to 2 hours.)
Add dressing; toss to coat. Garnish with almonds and green onion.
