Method
In small saucepan, melt butter over medium heat; whisk in flour and cook, whisking, for 1 minute. Gradually whisk in milk, salt and pepper; bring to boil, whisking, until thickened, about 2 minutes. Set aside.Toast bread. Spread with mustard; top with ham. Transfer to greased rimmed baking sheet. Spoon sauce over top; sprinkle with cheese. Broil until cheese bubbles and begins to brown, about 2 minutes. Let stand for 1 minute; cut into quarters. Sprinkle with parsley.
