In large bowl, whisk together oil, lime juice, fish sauce, sugar, vinegar, Thai pepper, garlic and salt.Add carrots, radishes, peanuts and coriander; toss to coat. Let stand for 10 minutes; gently squeeze and drain liquid. Serve immediately or cover and refrigerate for up to 2 hours.
