In small bowl, whisk together pineapple juice, ketchup, brown sugar, vinegar, soy sauce and cornstarch. Season with salt and pepper; set aside.
In large skillet, heat half of the oil over medium-high heat; add beef and cook, breaking up meat with wooden spoon, until starting to brown, 4 or 5 minutes. Transfer to separate dish; set aside. Wipe out skillet with paper towel.
Heat remaining oil in skillet; cook onion and red pepper over medium-high heat, stirring occasionally, until softened, 3 to 4 minutes. Add garlic; cook, stirring, for 1 minute.
Add beef, pineapple and reserved sauce to skillet. Cook, stirring, until beef is cooked through and sauce is thickened, 2 to 3 minutes. Spoon over rice and garnish with green onions and cilantro.
