In slow cooker, whisk together broth, hoisin and soy sauces, ketchup, brown sugar, lemon juice, hot pepper flakes, and hot pepper paste (if using) until brown sugar is dissolved. Whisk in shallots, garlic and ginger.
Add beef ribs to slow cooker; toss to coat well. Add lemongrass and bay leaves. Cover and cook on Low until meat is tender and pulls away from the bone, 7 to 8 hours. (Make-ahead: Can be stored in airtight container and refrigerated for up to 3 days or frozen for up to 1 month.) Sprinkle with green onions, and sesame seeds (if using).
