Preheat oven to 400°F. Toss Brussels sprouts with 3 tbsp olive oil; season with salt and pepper. Spread on foil-lined baking sheet; bake until well roasted, 20 to 25 minutes.
Meanwhile, in bowl, whisk together sour cream, mayonnaise, remaining olive oil, Dijon, garlic and zest and juice of 1 lemon. Stir in dill and Parmesan. Season with salt and pepper. Serve with Brussels sprouts.
