In large saucepan, heat oil with butter over medium heat; cook shallots and bay leaf, stirring often, until shallots are softened, about 3 minutes.Stir in tomatoes, garlic and salt; cook, stirring, for 1 minute. Stir in clam juice, wine and 1 cup (250 mL) water; bring to boil. Reduce heat, cover and simmer for 10 minutes.
Add mussels and halibut; cover and cook until mussels open and fish flakes easily when tested, about 6 minutes. Discard bay leaf and any mussels that do not open. Stir in parsley.
