Simple Syrup: In saucepan, stir together water and sugar. Bring to boil; cook until sugar is dissolved, about 2 minutes. Remove from heat; let cool for 10 minutes. Refrigerate until chilled, about 15 minutes.
In 2-cup liquid measure, stir together lemon juice, gin and Simple Syrup until combined. Divide among 8 champagne flutes (about 1/4 cup each). Top with sparkling wine; garnish with zest.
