In saucepan, bring butter, milk, sugar and salt to boil over medium heat. Remove from heat; whisk in chocolate hazelnut spread and vanilla until smooth. Whisk in hazelnut liqueur (if using).In bowl, combine oats, pretzel pieces, apricots and hazelnuts. Add to butter mixture; stir until well combined. Drop by rounded 1 tbsp onto waxed paper–lined baking sheets, pressing lightly to flatten. Refrigerate until firm, about 30 minutes.
Dip half of 1 pretzel twist into melted chocolate and place over top of 1 cluster; repeat with remaining pretzels. Refrigerate until firm, about 30 minutes. (Make-ahead: Refrigerate for up to 3 days.)
