In small saucepan, cook condensed milk over medium-low heat, stirring constantly, until thickened, about 10 minutes.Meanwhile, in bowl, mix together 2 cups of the coconut, apricots, rose water and cardamom. Scrape in condensed milk, mixing well; let cool for 5 minutes.
Shape by heaping 1 tbsp into balls. Spread remaining coconut on plate; roll balls in coconut to coat completely. (Make-ahead: Refrigerate in airtight container for up to 24 hours.)
