Chocolate Chip Cookie Dough: In large bowl, beat butter with brown sugar until fluffy; beat in vanilla. In separate bowl, whisk flour with salt; stir into butter mixture just until combined. Stir in chocolate chips. Shape dough into 7- x 5 1/2-inch (18 x 14 cm) rectangle; press to scant 1/2-inch (1 cm) thickness. Wrap in plastic wrap; freeze until firm, about 30 minutes. (Make-ahead: Freeze for up to 2 weeks.) Cut into 1/2-inch (1 cm) squares; use immediately or freeze in airtight container until ready to use.Meanwhile, in heatproof bowl set over saucepan of hot (not boiling) water, heat together milk chocolate, bittersweet chocolate and condensed milk, stirring, until melted and smooth, about 5 minutes. Remove from heat; let cool for 5 minutes. Gently stir in cookie dough pieces.
Pour into parchment paper–lined 9-inch (2.5 L) square cake pan, smoothing top. Refrigerate until firm, about 3 hours.
Lift out onto cutting board; using hot knife, cut into squares. (Make-ahead: Layer between waxed paper in airtight container; refrigerate for up to 2 weeks.)
